In active buildBuilt alongside Relay; it is the platform underneath it. Not yet generally available — 3 design-partner places open.

Core by Clearline.

Turn any paper form into a controlled digital workflow — without hiring a developer.

Every operation runs on forms nobody has digitized: permits, checklists, inspections, equipment releases, line breaks. The custom-software quote is six figures and twelve months. Core is the engine underneath the entire Clearline line, and your team can build on it the same week.

The problem
The reason your site still runs on paper is not that nobody wanted to change it. It is that every quote to change it came back at two hundred thousand dollars and a year.
01

The forms are the operation

Permits, checklists, releases, and inspections are how work is authorized and closed. They are also the last thing anyone gets budget to digitize.

02

Custom builds price themselves out

By the time a development shop scopes forty forms, the number is large enough that the project dies and the clipboard survives another five years.

03

Paper can't tell you anything

A filing cabinet of completed checklists holds every answer about where your process is failing, and gives you access to exactly none of them.

What it does

One engine, and every form you own on top of it.

Core is deliberately boring in the right places: it is a forms, routing, signature, and audit engine built for industrial conditions. What makes it valuable is that the people who know the work can change the form on Tuesday without filing a ticket.

01

Drag-and-drop form builder

Fields, conditional logic, calculations, required signatures, photo capture with annotation, and barcode or QR scanning. Built by a supervisor, not a contractor.

02

Offline-first mobile capture

Works in a vessel, a basement, a tank farm, or a rural right-of-way, and syncs cleanly when the device comes back — including when two people edited the same record.

03

Approval routing and authority limits

Multi-step sign-off by role, with delegation, out-of-office fallback, and dollar or risk thresholds that route upward automatically.

04

Permit-to-work board

A live view of every open permit by area, with expiry timers and conflict warnings when two jobs want the same space or the same energy source.

05

Version control and audit trail

Every field change stamped with who, when, from what device, and from where. Prior versions retained; nothing is silently overwritten.

06

Data out, not data trapped

Scheduled exports, a documented REST API, and webhooks into your ERP, CMMS, data warehouse, or BI stack. Your data leaves the building whenever you want it to.

Who it's for

Built for operations where being wrong is expensive.

Clearline Core is sold by the site, not by the industry. These are the operations where it lands first — and the roles that own the problem it solves.

Built to hold up

Designed around what an auditor will ask for.

Compliance is not a module bolted onto Clearline Core. The record structure, the signatures, and the retention exist because someone will eventually ask you to produce them.

  • Electronic signature discipline — Signature binding, attribution, and non-repudiation built to survive scrutiny — the same posture 21 CFR Part 11 asks for in regulated manufacturing.
  • ISO 9001 document control — Controlled versions, approval history, and retention on the documents your quality system depends on.
  • OSHA 1910.146 / 1910.147 / 1910.252 — Confined space entry permits, lockout/tagout, and hot work permits with the authorizations those standards require.
  • Retention and legal hold — Configurable retention schedules with hold capability, so records survive as long as your counsel needs them to.
  • Access control — Role-based permissions, SSO, and a complete read/write log of who touched which record.
What it returns

Where the license pays for itself.

These are the three places customers find the money. None of them require a change in headcount, and all three are numbers your finance team can already see.

Replaces the custom build

A forms engine you configure is a fraction of a bespoke development contract, and it doesn't need the developer to come back to change a field.

Compounding library value

Every form your team digitizes makes the next one cheaper. After a year the platform holds the operation, not a vendor.

Data you couldn't previously buy

The completed-checklist data that was unreadable on paper becomes the input to every improvement decision you make.

Licensing

How to get it before anyone else can.

Clearline Core is not generally available. The way in today is a design partnership: a fixed fee, a product built around your operation, and the first year of license included. The list prices beside it are published so you can budget — not because you can buy them yet.

What a design partnership actually is. You are not buying finished software. You are paying to have it built around your operation, ahead of everyone else, with your name on the decisions. In exchange you get the first year free, a rate locked for three years, and the right to walk with your data if it does not work.

Implementation. Included in the design-partner fee. At list, it would be $15,000–$40,000 one-time depending on areas, forms, and records migrated.

More than one product. Design partners on a second Clearline product pay half the second fee, because the platform underneath is already built for your site. See where each product stands →

Prices are USD, 2026. List figures are planned, not promised, and will be confirmed before general availability.
